In Florida, restaurants are regulated by the Department of Business and Professional Regulation’s Division of Hotels and Restaurants, not the health department. Rule 61C-1.001 adopts the 2017 FDA Food Code, which requires smooth, durable, easily cleanable floors that are non-absorbent in prep areas and walk-ins, with coved floor-wall junctions. School and institutional kitchens may fall under the Department of Health.
